I am not sure about this, but I believe they buy the devices from the manufacturer with their normal Android version, convert them to /e/OS, and only then sell them on to third parties, which of courses tacks on the price of the device.

At least that makes the most sense, since Google would never allow for a third party to get their hands on devices without their firmware, and Murena's sale volumes are likely not high enough to order a custom batch of devices (exceptions being of course the Murena-branded phone that seems to have been discontinued, and possibly the Fairphone derivatives, since Murena announced a partnership a while ago).
